The solution to AFK'ers: Tagging
- Within 3 minutes the person hasn’t used at least 10 skills (including auto-attack).
They can just put a skill/utility on auto.
- Within 5 minutes the person has not traveled at least 10,000 units.
Would cause a lot of people who are actively contributing to be kicked out.

10,000 units is 10 seconds walking. I doubt it.
You can’t put an auto attack on auto without a mob killing you before you kill it. HoT maps, not vanilla.
Criticism is a good idea when you can actually make a valid point.

1) log in
2) put heal ability to auto
3) observe skill activations
4) take your own advice make sure you understand the facts, before falling foul of your own criticism.
Also I estimate 10,000 units to be more like 30s of walking without movement buffs. Based on it taking me ~ 10s to go just over 3,000 in my guild hall just now. I actually could see this being an issue at some events.

There are events where you don’t move as much. I’ll give one example although there are many more. You have the bosses at the blighting towers in DS. People often take more than 5 minutes to kill them. Imagine your suggestion gets implemented and the entire boss group gets kicked from the map unless you expect them to now kite the boss so they don’t get kicked.
If 10,000 units only takes 10 seconds, then someone can just come back every 4m50s.

You can on some but I was not referring specifically to auto attack which was why I stated skills/utilities.

Less insults please. You wanted constructive conversations and that comment is hardly such.

I often command HoT maps.
If they’re active, then there is no problem at all. It can be abused for people going to the bathroom or what ever, so this tagging can be countered.
This interesting piece caught my eye, If your commanding you are generally at the front of the pack….How than are you seeing these leechers? sure you may die and have to wp backyou might see someone that might have gone to the bathroom or checked on their kid not really anything wrong with that. Now if your wping multiple times and still seeing them there…..its no longer the leechers’ fault but your inability to avoid attacks and stay alive – you are just pushing the blame else where. A few leechers can not make a map fail however a bad commander can.
It’s annoying when there’s people purposefully AFK (if there’s anything to gain from it, I’m not sure if there is) It was particularly annoying at Amber Sandfall in the Silverwastes, but I realized all my time getting annoyed was time I could have been using to enjoy playing with everyone else. Now I just ignore the AFKs and put all my energy into the events and helping people who are interested in playing the map. We hit Verdant Brink T4 day/night twice yesterday and had a number of AFKs, it didn’t stop us.

I’m generally opposed to players being given any kind of power over other players’ game experience. While the OP’s system seems to provide some degree of protection, I wonder about the particular criteria the OP proposes. Does 10 skills in 3 minutes include ten repetitions of the #1 skill? Does meeting one of the requirements reset the character, or does one have to meet all three in order? Is there a reset at all, or is any violation going to result in a kick going forward?. The OP has proposed a means for a player to avoid a negative experience, but does this protect players from abuse? Because if the system can be abused, it will be.
Then there’s the issue of whether this is a complex programming task that will take resources. Also, will these calculations impact the server even more than it already is by mass events with attacks going off all over the place, stacks of conditions and whatever else is going on? Server side issues impact many more players than leeching, at least as far as I can see.
Finally, it was my belief that the participation rewards in HoT make it so that AFK players will be rewarded minimally if at all. Is this not working? If so, would it not be good to report what’s happening and how the system ANet designed to counter leeching is not working?

People complain about leechers regularly and the reasons are obvious: no one likes folks who gain loot without contributing to the success of the endeavor.
On the other hand, I’ve yet to see a map fail because of leechers. What’s far more common is when folks waste time yelling at people for not knowing the mechanics, instead of helping others to understand them or spend time arguing about whether double dead should WP or not. (That doesn’t cause failure either; it just makes the event more tedious and sometimes causes people to /ragequit, which can contribute to failure).
tl;dr No one likes leechers. However, it’s not clear that they are as big a problem as suggested by the OP.
So I propose a tagging system. If 5 people tag a person as “Leecher”, then a condition will be applied to said person. This condition will kick the player out of the map if:
Any system with “self-regulation” that is in the game like you propose will be abused.
At no point should any player, think they are more valuable or valuable enough to warrant themselves and their friends being judge, jury and executioner.
The OP has proposed a means for a player to avoid a negative experience, but does this protect players from abuse? Because if the system can be abused, it will be.
There is no protection from abuse with that system. For example as content needing map organization becomes more and more common it often requires players to stand around and wait for up to 30 mins or longer. Whats to stop a group of players from reporting to be trolls or perhaps they dont want him to command. If that group goes all out and starts reporting the map which in turn causes them to spam their particles casuing disconnects. As for the protection buff is there a cooldown if not a autoclicker can be made just as easy as a macro.
Thats the fatal flaw of open world content you can’t punish the few without hurting the mass.

Thanks, my ignorance of the standing-around aspect of the map meta system reveals my dislike for that type of content.
