What will happen with tome of knowledge then? If these tome can still be used past level 80 like right now, then we could stockpile them and unlock masteries very quickly right when the expansion is available.
Nope, no dice. Exp is not used to unlock masteries, only to level them. For unlocks, you will need Mastery Points, which are not gained through getting xp, but through doing content. So, even if Tomes will progress mastery track, the real gate will be acquiring Mastery Points, for which there doesn’t seem to be any shortcuts.
