Will pre-ordering the ultimate edition of the game give me two more character slots? or just one?

Be aware, pre-order and pre-purchase are not the same.
I’m guessing you mean pre-purchase, possibly through the gw2 site.

But if you are pre-ordering from a 3rd party keep in mind that pre-orders do not necessarily come with any of the pre-purchase perks.
I believe they have an authorized reseller list.
The only exception might be the veteran slot, but that still requires you to add HoT to your account before launch in about 14 hours.

And you only get 2 character slots if you’ve been around since before HoT was announced. Otherwise, you just get 1 character slot.

Make sure you enter the code as soon as you get it.
