Depends on the map. WPs become contested when there’s fighting nearby, notably when an event chain failed to protect/reclaim some land. In Dragon Stand, each period of time, the game acts like the fight against Mordremoth is taking place for the first time, so WPs start contested and only free up as the Pact reclaims parts of the jungle.

That’s the immersion answer. The meta answer is that freeing the WP’s so you can explore more readily is a means to entice players to participate in the events that unlock them — making it easier to get around. The same reason apples to areas other than DS. A third reason is that one can look at a zone map and see areas where there might be something to do without being close enough to see the event indicators.
Well, was on again last night, and same deal, all but 2 were contested.
No major events occurring and no fighting around the waypoints.
Getting around in Dragons Stand is tuff by yourself , and at 10 PM Australian time there are very few people in the zone so any events that do occur always fail.
Would seem to be a bit more logical to have the Waypoints contested only when events are occurring which are near the waypoints.
