What restrictions will i get w/o HoT ?
And masteries, and the continuation of the story of Guild Wars 2.
You will not receive access to: Revenant, Heart of Maguuma, Elite Specialisations, story updates beyond LS2, possibly guild halls (citation needed), the mastery system, etc.
Essentially, you can still continue to access the game in it’s current form, but that’s it.

Just to add on to what the others have said and to directly answer your first question:
You’ll still be able to play anything currently in the game. You will also be able to play on the new WvWvW borderland map without HoT, same with any additions specific to PvP such as the new game mode.

Right but it sounds like those features are ones that branch off from other features, such as the new Guild stuff. The new game mode itself & the map will be fully playable for those that don’t own HoT.
It’s also possible their plans changed since then (given that was an early interview)as I don’t think they’ve made any mention of that in the more recent reveals? Maybe I just missed it?
