I don’t think anyone has the answer to that one. Whatever they plan to do, I’m sure it will be posted on the log-in page and their Facebook page, prior, with ample notice…
You couldn’t really buy actual beta access with the original release either.
You could get access to the Beta Weekend Events, but those were more marketing stuff rather than actual beta tests. The access to the actual tests where never buyable.
It is quite possible that they will do some similar things with BWEs for HoT, but we don’t know when.

Now correct me if I’m wrong because it was 3 years ago since I played the beta but wasn’t it something like if you were in the anet email system you had a chance to get a beta invite but if you bought the game you were guaranteed a spot. If that’s correct then we might get something similar this go around. It’s pure speculation though.
There were different sort of tests.
There were the real beta tests, which were invitation only and didn’t really have any way to guarantee access. Then there were the Beta Weekend Events that you could get into if you were on the mailing list, got a code (massive amount of those codes were handed out) or pre-purchased the game. The last two was guaranteed access, while the first was completely random.
Only the last gave access to all three of them, while the codes only worked for one each.

No. Buying the game didn’t guarantee you a place in the closed beta. And open beta was, you know, open.

Pre-purchase gave the ability to access final beta and early access to the game before the game went live.
Yeah, people that made the pre-order was guaranteed to play the 3 Beta Weekend Events and also had a 3 days head start in the game launch.

I disagree with this point, as some substantial changes were made based on player feedback from the BWE’s. The game remained recognizably the same, true, but it wasn’t a done deal set in stone before we ever got our hands on beta access.
It seems likely to me that pre-orders will include guaranteed beta invites. However, ANet was very classy about it in the BWE’s. If too many people started logging in, they actually suspended sales of the game rather than overload the servers beyond the needs of testing, so people playing could stay reasonably reliably connected. That could happen again.
I have a sense that Beta invites were given based on the length of customer, prior Beta/Alpha testing, play-time availability (online during) the times the beta is supposed to happen and … achievement points on your account (experienced in all facets of the game) or potentially completion of the story/living story.
If you get a beta invite, I’d have to believe that is more important for vets to have one than a new user buying the game for the first time. They probably want the vets to try to break it and not get side-tracked or confused at every little thing as new players would.
