I really want this skin to complete my char but it hasn’t been available for so long and wiki says it’s temporarily in gem store storage. It was released on a January 7th date. Would that be any indication that it may return around then based on other items you know of? Maybe this summer with Anniversary sales? Any insight or idea would be greatly appreciated.

There is no pattern to most gemstore items. Some seasonal items can be reasonably guessed at (eh Halloween and spooky items) and Living STory tie ins tend to coincide (eg new fractal and toxic skins).

For the rest, just check every Tuesday. Jan 7th was long enough ago for it to be reasonably expected again this year.

I need the glowing green eyes/mask to return to the gem store, it’s frustrating when you want to buy something and end up having to wait, I never buy anything because OMG its in the gem store this week, I buy the things I want cos I want them, and so these limited time gem store tactics have no effect on me, all they do is keep me from buying.
