Why not Core Elite Spec?
I think you missed a bit of what specialization mean.
The Core Specialization you can pick any 3 of the 5 trait lines and you’ll be specialized there, Eles for example can be specialist in Arcana, Fire and Wind or Arcana, Fire and Water and so on.
Elite specialization will only add a new weapon, you won’t lose the ability of use your old ones (in your example, you can be a Druid with Staff + Longbow), also what changes is that instead of pick 3 of 5 traits line, will have 1 fixed elite trait line and pick other 2 out of the old 5 traits you had.
(and the other 8 elite specs maxed too)

so we can’t get -for example arcane and tempest at the same time
Don’t think of the elite specialization as being better than the others it is an elite in the fact that you have to get the expansion and put a little work into unlocking it.
They just aren’t the best at labeling/naming things.

Since they aren’t added to the actual trait line selection (3 core plus 1 elite) but chosen INSTEAD the actual trait lines (2 core plus 1 elite or 1 core plus 2 elite) they shouldn’t be… but everything I read or listen from the developers make me think otherwise. The elite lines sound superior. They even have extra weapons…
I’m afraid a lot of us will see the need to switch to the new elites just to be on par with the other players.
And that isn’t good. Elites should be additions, not replacements.

Elite specializations won’t be the #1 must have choice, but rather something that further specializes into a certain aspect of the class. For example, they hinted that one specialization would be all shouts and I assume the traits will revolve around that. If you wanted to play a shout build, that would probably be your top choice, but for everyone else, it’s not so great. That is what’s also going to be disappointing about it – you finally get new stuff, but have no interest in that play style. Similarly, under the current trait system, if you want to specialize in a certain type of weapon, you pick specific traits. The current trait lines however are just not as specialized.
The first elite specialization will be revealed soon, so you’ll find out for sure on Friday.

Why would they reduce even more the build options?
Arcane would be locked from Tempest just for the sake of Ele exclusivity?

By definition ‘elite’ is something other than ‘core’. Once you make a specialization ‘elite’, it won’t be ‘core’ any more.

Some truth to this as the profession mechanic is being “altered” for elite professions.

But what you’re proposing would be even worse for keeping up, as the elite would stack giving those using them 33% more traits, and the potential for a huge power gap, especially for those who don’t purchase the expansion immediately.
I understand your point, when I first read about Specializations that was exactly my tought, if a Ranger becomes a Druid it will get a Staff but it should lose one weapon, because there will be no incentive to NOT be a Druid.
With the addition of the Elite Spec, the need to pick 3 Spec and the idea of having a new mechanic, I think the Vanilla Professions will be fine, because you’ll lose your original mechanic and 1 trait line to become a Druid.
To answer your question I believe it won’t work, because you mean that we will have 2 elite Spec: 1 for Ranger and 1 for Druid, assuming that the Ranger Elite Spec is one of the original 5, this way we will lose build diversity because we’ll have 4 Spec that won’t be able to mix without one of the 2 Elite Specs.
I believe the way ANet is taking the Specs is perfect, one problem I see is the naming of Specs and Elite Specs, is kinda weird.
