It is obvious by now that we aren’t getting new dungeons because all of the major features have been announced. IMO I would put new dungeons as a major feature.
Here is why Anet is not making new dungeons.
1 story mode : Has to relate to the core game takes time , voice acting, cut scenes
3 explorable paths : have to be scripted with additional story and balanced
token exchange : 3 new sets of armor skins and all new weapon skins and unique runes or sigils.
New monster models. and boss mechanics
Anet does not want to release new armor skins through gameplay. They want to release them through the Gem shop. This is bad because it makes players resort to grinding gold to convert gold to gems or spend money from their wallet outright. Anet is selling an expansion that may or may not provide new skins that are obtainable through gameplay. I predict that there will only be one new skin for each armor type.
It will be interesting to see if there will be more than 1 new type of armor skin at all from HoT.
Doubt it, but not becasuse of our reasoning, just because I think, in my opinion Anet is not counting any previous game mechanic as a major change. Lets look at the announced changes:
1: New class – not something in the game before
2: New way to level after 80 – again, something not in the game before
3: New Job specializations: See above.
4: New Collections and Legendary: While in the game, they mentioned this purely because saying Precursors to people just gets them into a frenzy, so i cant fault them.
Things They Didnt Say at luanch, but we have gotten anyway:
1: New Boon
2: New Condition
We got the announcement of those new boons and conditions as basically a filler in the revenant article. I wouldn’t doubt that when they full release notes come out there is a new dungon, maybe even a new path in all the old ones.
Carapace and Luminescent say hello. As do the skins I got through the new Personal Story rewards. Tinfoil hat, off.
We’re not getting new dungeons because.. “metrics.” That’s why. Not enough people were doing them. And with all the accusations of kitten and qq orbiting the topic because of “zerkmeta” and other such things, I’m not sure they feel inclined to waste effort on it.
If anything, I want them to release a random/infinite dungeon that scales and rewards based on the number of players. Dynamic content will allow for more reactive gameplay than memorizing paths for stack-and-smack and stale metas.
It is my guess that it is because the only new dungeon path they ever made was poorly received. It is really the only dungeon path you have to complete as intended and it is probably the least ran of then all. This is not something developers want to spend thier time making if it is just going to sit unplayed by most of the community. So the team was disbanded.
It is my understanding that dungeons are not a particular enjoyable experiance because of the actual content presented but the rewards derived from it. People take the path of least resistance to farm the rewards. How many people actually kill every mob in a dungeon and do all the fights as presented and not run past them or use the “cheese” way to win the fight? I have yet to see people do this.
So in short. I think they haven’t been making them because the actual content isnt well received compaired to other things they could be working on. Who knows though we might be pleasently surprised and see a dungeon in HOT.

No one knows if a new dungeon won’t be added.
What was announced was only the new features, I don’t think they would announce a new dungeon now, ANet would probably let the players see for themselves.
Dungeons may or may not be added.
That being said they did advertise some months back that they were hiring people who had previous experience designing raid encounters.

Hopefully this means we will finally get some instanced large group content that is hard & rewarding because the open world stuff has to be toned for idiots who have no idea what they are doing otherwise it causes everyone to fail.
Just because the expac hits with no new dungeons or armor skins doesn’t mean they wont add them during the living story like they have already. Just enjoy what they give us I trust if we need new dungeons or even the introduction of mabye raids Anet will have something up their sleeve.
