Will Server open at July 26 ?
Your server only matters for WvW. You can play with friends on other servers (as long as they are in the same region i.e. Europe or America or China) in all other game types.
He can play with you regardles on what servers you two are. Servers are only relevant for wvw now. The only thing you need to take care of is to play in the same region (EU/NA).

Not likely that the Server population will change on the 26th. The population is determined only by WvW, and changes at the beginning of Server-linking rounds, as well as mid-way through each round.
