Will there be rune and sigil changes?
Doesn’t seem like something they’d be hiding under a hat until now, so expect ‘no’.
They’ll likely be looked at as part of a standard balance pass rather than part of the Expansion release package anyway.

We just had a balance pass…
It sure wasn’t a good balance pass. If you disagree please explain to me for example how Sigil of Demon Summoning or Sigil of Celerity are ever useful. In any situation (compared to just about any other sigil).
I personally just want some of the more fun to use sigils to be… well useful…. It’s not really much fun when a 5% damage sigil is MUCH better then something that’s (potentially) exciting… its just boring.. All it takes is tweaking how the effects work for example: (celerity, demon summoning, luck) to apply on crit/hit with a cd. There are tons of effects that could be way fun to use, and useful but some of these are just junk.. plain and simple junk.
The markets on the sigils and runes are dropping, so no players don’t think so.
And, its also likely that new runes & sigils get added to crafting instead of to the mystic forge loot table, further reducing the value of old minor and major sigils.
I guess most of them are going the way of the dungeon.
