It is relevant because right now the poll assume there are no circumstances at all.
How could I know if I’m going to pay for something I don’t have a clue about?
Please note that having info about something doesn’t require to have it released and tested.
Right now the only rational response to that poll is NO. Because waiting for the expansion to release is the same as not preordering, and choosing “yes” implies you are buying a black box. That doesn’t represent reality at all, making the poll useless.

The rational, and accurate, response if none of the options describes your circumstances would be to not take the poll, and to, perhaps, create one of your own.
You might, for example, phrase yours as:
“Which of the following phrases best describes your likelihood of preordering the next expansion:
A: Definitely.
B: Absolutely not.
C: Depends on announced features.

Or to leave constructive feedback to the original poll creator so that they may make better polls in the future. Because a poll in which very few people respond isn’t very accurate in determining what players really think.
Because Yes or No for an expansion that’s not even announced will only be answered by players who will pre-order no matter what the expansion entails (which gives ANet a blank check to do whatever they want) and those who will not pre-order because they’re not likely to buy the expansion pack at all due to their feelings about the game as it currently stands. And not what it could be at the time an expansion is announced or released for pre-order/purchase.
It leaves out the feedback from the undecideds.
And you can’t tell us who are the undecideds that we can’t post our feedback on a thread in an on-topic way.
I’m allowed to post that I don’t blindly pre-order anything. And that that’s I couldn’t vote in his poll because he didn’t have MY answer: maybe.

The best poll would have been
1. Under no circumstance
2. Depends on the preorder bonus
3. Depends on what’s in the expansion
4. I’ll pre order it regardless

Add in a 5th: A combination of 2 & 3. Which is what I am. I won’t pre-order a game for it’s bonus only, that wouldn’t be worth the cost. But what’s in the game will be in the game before release and after release.
What’s in it will have to appeal to me and they’ll have to give me a good reason to pre-order.

I pre-ordered Guildwars2 and played the beta when it came out. It lived up to all of my expectations, was fun to play and had great rewards. Then as time went by the game changed from its original design. There were less meaningful rewards and less usable materials.
Because of the nerfing of almost everything, and the poor way the HOT expansion was handled at release, I knew it would be a waste of my money. And as the game continues to develop away from its original design and from what it was promised to be, I cannot see myself ever pre-purchasing any expansion from Anet.
I thought I might purchase HOT at a later time, but as I have seen the developers failing to developed what was promised, I have decided it isn’t worth purchasing.
Therefore, there will be no pre-purchasing for me.

Regardless of it’s flaws I still did really enjoy HoT, I probably won’t pre-order day 1 but most likely after we see some of the other content.

I’m almost certainly going to preorder the next expansion as no other game gives me as much fun as this one.

Yes, you are right.
I suppose I just didn’t want to recognize OP poll was so badly designed.

HoT is not fun so unless they nerf it and announce that they will make the new one the same there’s no chance.
I wonder if they’re stubborn enough to stick their fingers in their ears and have 2 empty expansion maps instead of one. .

I’m not interested in whats promised or advertised by them we know how they are with that stuff. Now it’s all about content already there at release so no I won’t be preordering.

Absolutely not. While I enjoyed HoT, it has a lot of major flaws, the biggest being lack of content. In my opinion, it is not worth the price tag.
I will not be buying the next expansion until at least a month after release so I can gauge the player response. If I start hearing that its amount of content is similar to HoT, I’ll be waiting until a sale.
I’d say today’s patch moved me from not planning to buy the second expansion AT ALL to being prepared to at least look at the pre-launch hype train… with a highly critical eye.
They’ve got a ways to go making up for past miss-steps and demonstrating today wasn’t just a fluke but the beginning of a actual direction the company is moving in.
