No, the new change is that as time progresses, towers and keeps will just upgrade themselves. That part I know for certain, with the huge catch being that as an enemy team you can stop the upgrade by killing dolyaks, so now supply caravans provide both building supply, and upgrade potential.
Here are the things I think but am not completely positive: upgrades can be changed by players so its not JUST walls building first, or only sentries at first, i think a commander may choose which upgrade a specific building shall receive.
Oh and another thing, this is for sure, new upgrades are coming to all types of camps/towers/keeps, however, they accessible only through guilds. So having a WvW based guild on your server should help quite a bit. Examples of the upgrades they can offer, are things like fountains they can place in a tower/keep, and should your team sit in it, they are cloaked allowed for a ganking party in a keep/tower. Another big one is for supply camps, allowing a new mobile siege weapon to be constructed via a supply camp, which is basically a very fast tank, or a heavily armored motorcycle with a cannon on it, however you may see fit.
Should you want to ride the motorcycle or use guild style weapons in WvW, it may or may not be accessible to you depending on if that guild allows it to the public.
