Neither can I. But then it dose not take a super gaming rig.

It’s the meta, it helps to turn down graphics for smoother frames.

You dont need a super computer to play GW2 at maximum settings. My computer is almost 5 years old now (no upgrades done) and it plays maximum just fine, even at large meta events.
