as a pver, i’m totally clueless. that being said, i would really like to obtain the legendary pistol HOPE.
i’m sitting here now at the hunting banks in T. Falls, and can’t seem to see the alchemist at all. do i need to complete the mastery line first?

He should be there. He’s outside the town walls by some little hylek alchemy tables, I want to say on the west side — near the wurms.

Possibly you do need tier one of Legendary Mastery to begin — ahhh. Have you unlocked the collection at the norn in LA yet? I think you need to do that to get directed to the hylek, or indeed to do any part of Legendary collecting.

The alchemist is just north of the hylek village. I don’t think you need any mastery to find him.

He is right outside the north gate. When inside the hylek area, walk outside the north gate, and turn directly to the right, he should be right there.
