Yeah it could be a good idea but the issue here is that DPS in actual fights is modified by so many factors (ancestral grace, EA, might, frost spirit, banners….) which have such a huge impact that the result from a solo test wouldn’t be really reflective of what actually happens in the fight.
Seeing the number of threads suggesting such a feature, at least in the raid sub, and the fact that there has been no firm “NO”, I would think that this is definitely not out of the table from Anet’s end..
A target dummy sounds like a fine addition to a guild hall or a home instance. It doesn’t have to be anything fancy to start with. There are other dummies already in the world. Just let us place one of those, then add some more abilities to it over time.
I think it’ll be a nice guild hall addition. With how the upgrade system is set up, you could design dummies with increasing features as you upgraded them. For example: moving targets to simulate moving out of aoe and effects of torment, knock back attacks to simulate dodging and confusion, large and small hit boxes. And ultimately they can be skinned, and you have your own pet Gorsy
It would be more effective if we could get a PvP lobby like system with PvE gear too. There’s no point using it for testing builds if you need to spend hundreds of gold to get the gear to test what might very well be a dud.
I would back this idea, just create a room that neutralizes some effects to see your dps.
However I think the community wanting a full on dps meter is just silly to a kittened level and needs to be dropped faster than kanyes next mixtape.

Good point, add toggleable buffs too.
Just place a bunch of invulnerable dummies into each of the main cities. That would be a good start and also not that hard to do.
The most serious of theorycrafters and min/max’ers already set up all of the possible party buffs when they DPS check something in the Mists before they try it anywhere else.
Don’t expect to ever see something like a PvE lobby to try builds or even toggleable buffs. The majority of the PvE community doesn’t really care about min/maxing anything.
Considering there is a highly accurate, legal, group dps meter now, I think the usefulness of this has diminished. Not against it obviously, but since I can already see all my group members dps I don’t strictly need it anymore.

Not everyone wants to download a 3rd party program (or deal with the various issues in getting it to run or interpret the data). Besides that, no 3rd party program can be “legal” — it can avoid running afoul of the Terms of Service in any obvious ways, but that won’t make it ‘legit’, since only ANet can make that determination and they’ve stated they never will.
On its own merits, what the OP is really asking for is: why isn’t there an easily accessible and free location for testing PvE builds, as there are for PvP builds? And when that’s added, please include ways to simulate combat scenarios, including buffs & conditions.
In addition, I’d ask for a way for people to be able to practice breaking defiance — it’s a critical mechanic now and I’d like to make it easier to teach people how their skills affect it.
I can see it now:
Players steps up to statue to show how much dps they can do. Raid group lets in the highest dps players who all put out amazing numbers.
Raid group wipes constantly due to lack of dps because it’s a whole different ball game to do great dps when you’re running around avoiding damage and handling boss mechanics.
Honestly, whenever I want to check some skill, weapon or trait, and I do change everything around a lot, I just walk out to SW or WvW map and whack some enemies that stand just there. It does not provide me with exact number but it gives me general idea about how things may work out in real fight. Because there is quite a bit more then having BIG NUMBERS in the battle.
There are 3 target dummies in Camp Resolve in the Silverwastes, north end of camp near the exit to the combat areas. They may not be quite what you’re looking for, since you can’t test against just one at a time if you have bouncing or aoe abilities, but if you are looking for a free, easily reachable spot with inanimate objects that soak up your dps, there they are. For what it’s worth, measuring your dps in a non-hostile setting, when dps isn’t the only useful thing in a fight … but that’s a different issue.
Before Scarlet burned LA, there were some dummies in the Vigil keep area too. There may be more in other places that I don’t know off the top of my head.

The problem is that those are immune to crits and cond damage, making it useless.
