I disagree though. Why should you be allowed to purchase anything for heroic notaries, a technically unlimited currency, that is bound by laurels in other game modes, a currency that is by its very nature time gated to a small trickle?

I think the OPs intention is to add HoT stat ascended items to the Laurel vendor… Which are only obtainable in Raid for the most part.

One could say the same for buying these recipes for the map currencies they are currently obtainable from, I think you may have your wires crossed.
+1 to the OP. HoT ascended trinkets/rings and back items should be obtainable outside of the raid.

As a raider, I agree. This unfairly penalises players who prefer certain professions.
To get a full set of Ascended Armour for any class, you would need 1300 raid tokens. To get a full set of Viper trinkets (including the back item), you would need 1850 tokens.
I’m all for making these sets avaliable through other means, laurels being the best option since its an existing system. That’s how they handled guild commendation trinkets and other stuff. You either do the “original” content, or you can wait a bit and get them with laurels less efficiently.
I like that raids have unique rewards, but this is GW2, and just like the first game content isn’t supposed to be a hard barrier to getting stat gear, but a soft barrier where its faster/cheaper to get the pieces through the direct path, but a secondary path always exists through trade, farming, or other methods.
