You can trade the Itzel or Nuoch vendors for it in Verdank Brink. You need to have the language mastery though.
Npc sell all other pieces except for the armor, i really wanna know where to get the Chest armor but still cant find it.
Can we get a dev answer here please?

Message Body length must at least be 15.
Would also like to know, Frustrating that you can obtain 5/6 pieces from a vendor and only ever gloves from PvP. Feels uncomplete, pointless and clunky.

Maybe it is related to the meta events somehow. VW was how you to the carapace chest….maybe this one is similar with a drop rate?

I’m not 100% sure, but my extensive Googling revealed that you only have a chance at it during a Tier 4 Verdant Brink map, when the day/night cycle switches. The participation meter maxes out at 200%, where supposedly the chance caps. I can’t confirm, though, since I’ve been trying to overcome low map populations most of the time, only to be shot down by RNGeesus when I get close to the end of the chain.
Other than that I’ve heard you can also get the chest box from the sPvP reward track.
But like I said, I can’t say for sure… just sharing what I’ve found.
