I don’t believe it is anything other than a Gem Store promotion. If there was going to be a Festival, I’m sure they would have announced it before with a blog News release.
It’s clearly a gem store promotion.
Other than unique dyes, I’m not sure which Wintersday item are cool enough to warrant some kind of mid-summer special promotion though.
Makes sense, It’s already winter in the southern hemisphere.
If there is a Wintersday in summer I’m not expecting much. Either gemstore only, like the game’s birthday, or a very small “festival” like the Lunar festival.

People regularly request “winter only” items, like the ice encased outfit (whatever it’s called), so I think it’s great that Anet will be offering them off-season.
Considering how good (lol) were the real wintersday promotions, i wouldn’t count on much this time either.

Here on Santiago de Chile we got this year’s coldest night in June 24. So it’s wintersday already.
BTW having snowy christmas trees and full wrapped santa claus trying to hohoho during full summer season is one of our more shameful national copy pastes from the north. It’s so sad its hilarious.
