He was helping citizens out of the city and ran out of time, leaving him the only choice of seeking refuge inside the city. He did not abandon Lion’s Arch to its fate in an attempt to escape.

To be fair most (if not all) of the council have shown rather major inability to rule and protect their city.

Peter isn’t lost, despite his nickname, but was helping citizens like the other three until he ended up trapped in there.
But what what I got to wonder is…

Probably there was someplace -not big- safe to take refuge in. The lighthouse priest might have survived too. According to the dialogue of her daughter at least, but she just might be delusionally hopeful.
I prefer entertaining the idea that Peter the Lost is secretly the djinn that was within Capricorn as seen in Sea of Sorrows.
A trite thing like deadly miasma wouldn’t harm a being of the elements.

He was obviously working for Scarlet and when the Miasma became un-livable he went up into her drill and chilled with her :P
Nevermind Peter, how did any of the civilians you rescued (thousands of them) survive in the city full of miasma and absolutely crawling with Scarlet’s army? Unless the cannon is that we only rescued 1,500 citizens once, and even then there are a few plotholes going on.
Escape from LA, lore wise, happens once and before you can go visit any of the camps (seeing how all the escort NPCs are in said camps). We basically played through the very initial assault dozens of times a day for two weeks there.
Similar to the Marionette – there was only one Marionette storywise. It replayed for the players’ benefit though.
