The short answer: no.
Mesmers can’t control the mists, and demons are fully sentient beings that have come to form from the mists. Although made of ether, which mesmers do manipulate, they would be too powerful for a Mesmer to create.
Mesmers can create illusions and shells of things, but not actual beings, and if a Mesmer pushes the scope of their power too much, they will harm themselves.
I think somewhere in the lore a Mesmer cloned an army or something and it ended up killing said Mesmer because that was too much power to maintain.
I’m under the impression if they actually created a demon, it might kill them from how much power it would take. They could, potentially, assert some form of dominance over a demon like they can over other beings, though.

Do you think they could work up to it? I always thought it wasn’t the amount of power that killed them but inexperience using that amount of power.

For the most part, she can channel magic without fatigue or risk to her health. However, if a person were to stretch too far, say by using an item she’s unfamiliar with or attempting a spell more powerful than what she’s used to, then that person is taking a risk. An uncontrolled spell can do terrible damage. For this reason, most intelligent magic-users stretch carefully into spells and magical items they don’t understand.

Mesmers are known for both reality and mind magic.
I say, Mesmers are likely able to do lots of things that push the bounds of rationality. That is, after all, the reason the Mesmer Collective exists, to protect secret mesmeric spells from public knowledge. I say, constructing demons, even developing sentience, is likely within a Mesmer’s capabilities if they have the knowledge and experience.
