Eye of Zhaitan!!!
It is something to do with the projection? idk
I don’t honestly think there’s a lore answer for it though.
The eye sees what you couldn’t see.

Yea, I didn’t think it would be lore, but I figured it most fitted here, in case there was some ‘super secret mystery’ lol.
The eye is not hooked to the proper light box. Bug it.
I wonder what your basis for comparison is…”

I somehow doubt that they went to be all fancy-like by having the eye’s surface reflect. It’s probably just some scenery from outside Anet’s office that was on the eye of the developer whom they took multiple images of their eye for 3d rendering of.
(yes, I’m being sarcastic with the last bit… though the outside Anet’s office bit was serious)
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
I think it was you Konig that wrote a good article bout how to approuch lore, sort of starter guide, cant remember where (you name pops up in soo many places :P )
But you wrote there something in the lines of being carefull to not mix game mechanics with lore.
I think this is the case here. The game mechanics and specially the limits of desired specs (they want the game to play on low budget computers as well), makes that you can set reflections on and off. Cause of that limitation they gave the eye one solid reflection.
They made a graphical very advanced game. but there are limitations given the minimum specs. This has nothing to do with lore imo.
Arise, opressed of Tyria!
It’s a reflection map simply used to simulate a wet or reflective surface and free the game engine up to calculate more necessary functions, i.e. combat. It would be nice to read something into it, but its simply a shortcut to make the game run more smoothly.
In “What The Eye Beholds”, you can also greet the spectral Eye…which is hillarious. It says a cheerful Human greeting, like “Why, hello there!”

You’re probably referring to the guidelines on Guru2 – in which case it was a collaboration between me and Gmr Leon, using Symeon’s older Guru1 guideline and Quintus’ GWO guideline as a basis to expand upon.
