It’s possible that many of you have heard this before, and as of right now, I see no direct answer coming to us in the foreseeable future, but here’s some food for thought:

Many of the past trailers have included a woman’s voice as the narrator, filtered to give it an either ‘ethereal’ or ‘otherworldly’ quality.

If we go all the way back to the good ol’ days of Guild Wars Prophecies, some of you may recall that there was also a curiously voiced narrator throughout that campaign that was eventually revealed to be Glint.

I’m not saying that this new voice is Glint, but I find it odd that the voice directors would go that extra mile to make a narrator sound vaguely creepy when an unfiltered voice would do the job just as well.

Lastly, yes, I remember the devs saying during the Origins of Madness that the ominous narrator was meant to be a “cool voice,” buuuuuuuut…that could also be a lie, so…thoughts? Who could this mysterious voice with knowledge of all events be?

There is a difference between a narrator in game – who is part of the diegesis – and a narrator in a trailer – who is not part of the diegesis.

Whilst is is always possible that the narrator is a character – it is pretty unlikely.
The fact that there is an effect on the voice is simply meant to be atmospheric – I imagine if they had the budget for it they would have got Scarlet’s voice actor to do it, but trailers aren’t likely to have big budgets so putting an effect over someones voice is a lot cheaper.
