Is SparkFly Fen and Mount Maelstrom part of the Maguuma Jungle or are they part of Southern Shiverpeak/Steamspur Mountains?

Geographically, and from a lore perspective, they are part of the Steamspurs. Mechanically, and from a gameplay perspective, they are counted as Maguuma, because neither the Maguuma/Tarnished Coast nor Steamspur areas were large enough to be their own (mechanical) regions.

Mechanically, yes.

Lore-wise/geographically, no.

I wouldn’t call Sparkfly Fen part of the Steamspur mountains either, btw, as they’re not mountains. It’s just the coast of the Sea of Sorrows and even holds some Krytan ruins to the north and Orrian ruins in the middle. Geographically it can more or less be considered a “no-man’s land” – stuck between Kryta, Orr, and Shiverpeak Mountains.
