Were the grawl refugees in Lion’s Arch smart enough not to sign consortium contracts or were they never approached? They’re the only ones left in the refugee camp since F&F ended.

The Consortium likely never catered to the grawl, based on their cheiftan’s comments. Quite possibly because they didn’t see any money to be made by bringing grawl to Southsun.

It was both – the Consortium didn’t cater to them, and the grawl didn’t want the Consortium catering to them.
