No one knows who originally built it. The Norn discovered it but stayed clear, it was later used by the Ebon Vanguard as a base, it now lies abandoned.
The Eye of the North is a tower in the Far Shiverpeaks. The structure is not of Dwarven, Asuran, or human in construction, although it resembles the architecture of Arah and other godly sites. The Norn who settled the Far Shiverpeaks were the first to “discover” the Eye; they sensed something unnatural about its construction, and assiduously avoided it.

There is some speculation that is was constructed by the Jotun, the Seers or the Forgotten but there really isn’t much to go on.

The Jotun theory got strong when an article was posted before the game release talking about jotuns, there we discovered that they are an ancient race that used to be very intelligent and tuned to magic and also an egocentric race, since basically Hall of Monuments is a temple dedicated to yourself it makes sense that jotuns created such a thing.

The 2007 PC Gamer GW Edition magazine mentions that the Eye of the North is similar to Arah and other godly sites – though Arah as we see it in GW2 is very different. But the Silverwaste ruins and the Forgotten City of the Exalted do hold more similarities than Arah (though Arah apparently predates the Six as the Forgotten used part of it to free Glint so there’s that as well).
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

@Rhaegar: As far as we know, the name comes from modern races (most likely the Ebon Vanguard). But it’s name would come from its function of the scrying pool (“Eye”) and it’s location (“North”).
Doesn’t really indicate that there’d be an Eye of the South, etc. It’s just that it’s a metaphorical eye located in the northern lands.

It would be cool, though, if we found an Eye of the South beyond the Echovald FOrest, for example.

We know next to nothing about it. We only know who didn’t build it, no idea why it was built, but could guess has something to do with the scrying pool. It’s one of Tyria’s great mystery’s, like the wizards floating tower.

The Eye of the North is now in the heart of Jormag’s domain, right? Is there any explanation why the structure is still standing at all? The dragons consume magic and magical artifacts to survive, and the Eye definitely qualifies.

It’s possible he has. As we saw with Mordremoth early in S2, not every dragon literally eats things. Maybe the Scrying Pool has had its magic drained.

Keep in mind that when it was discovered quite a long time before GW1, it was pristine. When the player gets to it in EotN, it’s still pristine.
But when we get to it in GW2? It’s a wreck. The roof and walls are collapsing. the scrying pool has plants growing in it. I’m willing to bet you that Jormag did in fact eat the magic there, and that included the spells that kept it from falling apart. there was no need to dismantle it afterwards, because the utility it had for the Icebrood was done.
From what I know and have heard others say, the most excepted theory is that the forgotten built it. Why or when is never really been talked about to my knowledge
