In the pre-release blog post for sylvari, the Pale Tree was distant from all but the Firstborn – this is why in The Newly Awakened the avatar is nowhere to be found; it simply didn’t exist yet. Because of Cadeyrn and Faolain, she became closer to all of her children so that they would be less likely to leave her.
