Save for Flame Legion, do warbands have to be made of charr under the same legion? Or is it possible to have charr of different legions be a part of a single warband?

From what I’ve seen, the Charr from a warband are from the same legion!

Warbands are formed as early as the fahrar stage of “charr education”. You may have noticed warbands are “themed”, in general. This is because they get assigned to a duty by a tribune / imperator.
So it makes sense for a tribune of a legion to have control only over his own warbands. Otherwise it makes no sense to have Blood legionnaires in a covert Ash op.

Yes. The Charr will have a clear chain of command similar to the Romans. There will not be anyone with divided loyalties.

Warbands are initially formed from the same legion, as the other posters said.

Though afterwards, they can mix up. An example would be the Charr-players warband throughout the PS in which you recruit different Charr from different legions who lost their own warbands.

I don’t recall the blood and ash stories that well, but i know for the iron story if you choose to help the ash legion they explicitly state that Zemzer will be transferred to the Iron legion so he can join your warband.

After that he will stand forever in your home instance saying ‘for Ash Legion!’ as if he never quite adjusted.

Warbands are of a single legion.

But warband members can switch legions to join a new warband – albeit very rarely (every time in the PS, it’s Rytlock’s doing, sometimes via calling in a favor, after you impressed him with helping take down Barradin). If they do this, however, they are no longer a member of the previous legion. They are of the warband’s legion now.

Though also keep the legion-rivalry in mind, while it’s possible the rivalry also makes it hard and therefore rare for someone to get accepted into another legion’s warband.

The Pact has no clear command structure, the Charr seem to be separated from their warbands, squads are organized with troops from all over the place, there are a mix of troops from five races and three orders, and key personnel seem able to wander off on adventures whenever they like.

Agreed, but I think that’s necessary, given the Pact’s mission. Their forces are pretty much exclusively drawn from other, much better defined organizations. Making a rigid chain of command could potentially create conflicting loyalties between the Pact and the original groups, which would in turn cause those groups to be less willing to support the Pact. I think of it as something like the UN- necessary in certain things, and very useful when everyone’s working together, but unable to assume any real authority without key players pulling out, which would cause the whole thing to fall apart.

To give the Pact credit, it does seem that by the time the assault on Mordremoth begins, they’ve begun to form a cohesive organisational structure and chain of command. There seem to be ranking officers for the Pact now, as opposed to simply officers drawn from the three Orders, and they’re operating fairly efficiently with each other.
