Is there any lore on how Elementals form. Specifically Ice Elements? It peaked my interest because when you’re fighting them, they have a moan that makes it sound like they’re saying “Nooooo”

Elementals in general appear to form in two means: first, created by a caster, whom has control of it; second, formed from a large amount of ambient magic, in which they’re wild and attack randomly.

And if you’re on board with all the theories about the wizards tower, there’s a good chance some are made from human souls….

But those also fit into the first category.

Well it would only be those elementals – and not really “made from” but “infused with”.

I think the OP was asking if summoned elementals have sentience.

I’m not sure if there’s any evidence one way or another.

They’re called mindless quite a few times. So no.

Possible exception in Garrenhoff’s elementals though, but they’re a unique situation.
