we all know that the social organization is heavily inspired by Roman Legion,so I wonder if Tribune in charr’s legions equivalent to Tribunus Militum(“military tribune” or “tribune of soldiers”) of Roman Legion,or is it equivalent to Tribunus Plebis(“tribune of people”,"or “tribune of plebs”)?

Actually both. The Charr is a race of warriors. Everyone (inlcuding woman) are part of the mighty war machine. Many as direct soldiers, someothers as builders or cooks. Cubs are taking at young age to be trained as a soldier and progression in rank is through your fighting skills. In Charr society there is no difference between the people and the military so Tribunes are both leaders of the people as leaders of the soldiers.

It needs to be remembered that the charr are a dictatorship as well, unlike the Romans – even their own version of a dictatorship (which is vastly different from our view of it). The Tribunes in Rome and the Tribunes in charr society are very different as well. They’re not elected or the like. Really the only similarity would be that it is a high rank and they share names.

Charr Tribunes are the third highest rank in charr society, underneath the Khan-Ur (aka Primus Imperator) and the Imperator.

Charr society seems to work the same way most people think Sparta did – every single person is a soldier and part of the army*, even if they’re actually a blacksmith, or a cook or cleaning the toilets.

*With the possible exception of gladium.

(If anyone’s wondering the reality in Sparta was that every male citizen was a soldier in their army, but citizen meant something very different to today. The vast majority of people in Sparta were not citizens, it was only what was basically the nobility who qualified and the non-citizens did most of the other jobs.)
