If I had to guess, she’s some sort of demon in human form, similarly to Sanyi (or in demonic: Mragga) who appeared in this GW1 quest: http://wiki.guildwars.com/wiki/The_Hero%27s_Challenge

Mragga’s probably a good comparison, and I’d agree that’s what she reminds me of.
