Legendaries use Jormag's power
Well, technically, there’s a few things here:
- You’re technically not crafting the legendaries, you’re bartering with Zomorros for them. So the Icy Runestones aren’t used to make the legendaries, but used to trade for them.
- I would suspect that they just wanted a specific and expensive item type (and without making too many one-use items) that you’d have to go to one of the highest level areas of the game, ensuring a specific event is completed. I doubt that it would have made much difference to them to put the Icy Runestones in Frostgorge with the Claw of Jormag, or at the Temple of Grenth.
- I do think that each legendary has a chance of lore behind them. Frostfang, for example, seems to be as you suspect for all legendaries – a legendary crafted from Jormag’s power. Twilight/Eternity seem to hold Orrian origins (as they’re wielded by the Risen High Wizard that blocks the path to Arah). Etc. Etc.
