We know it exists from novels will it come back so that there is a yearly rotation of arenas of different cities?

That arena was torn down to make room for the WvW gates. That’s the official story, anyway.

However, your idea is a great one. There are numerous NPCs that refer to an arena within the Grove, and at least one that speaks of one in Hoelbrak, but us players never see so much as a hint of these. It’d be nice for that to change.

There was also an arena in DR mentioned – before the Crown Pavilion mind you. It seems lore-wise every city has/had one, but LA’s got torn down as per a norn NPC in Fort Marriner.
