Modus Sceleris
Actually, during an interview with Mike Zadorojny while he was in Paris, I brought this point up (and a lot of other points about tricky subjects), and I asked if the story behind those NPCs would be revealed (sooner or later). Apparently, they had some plans for those guys, but he admits that they kinda put it in a corner, and let it there.
When we interpret what he said, what I understood is that they’d like to expand the story of the Modus Sceleris, but it’s not at the top of their priorities. Maybe in the Living story ? He didn’t answer more than that.

They ARE in the game. Namely, in Lornar’s Pass and Fireheart Rise. There’s a wiki page about them : http://wiki.guildwars2.com/wiki/Modus_Sceleris
They’re still in-game, but they haven’t been developed since they were added, unfortunately.
They could come back for the skill hunt. After all, they had their unique abilities.

I wonder why they added them in the first place, to deliver on their idea of adding content constantly to the world?
I think they could be cool if they were expanded on as some ‘rival’ guild for the Living Story.
Scared the crap out of me when I first encountered one though; think it was the necro. Just walking through flameland, doing my thing, when suddenly a guy jumps out of the ground, transforms into rats and starts eating me! I know eating greens is important, but Sylvari really arent delicious, I swear!
