Can’t recall any confirmation from in-game, or young tengu anywhere in Guild Wars 1 or 2… It seems logical though.
I can’t even remember seeing young Tengu in Guild Wars (2)

The term hatchling implies that they hatched from something, and given that tengu are avian, I think that they do indeed lay eggs.
