According to the Wiki, they’re are supposed to be bases in each of the capital cities. I’ve only found bases at Lornars pass, ebonhawke, and Lions Arc.

Where are the bases in the Capital cities? Much appreciated for those who answer.

They vary in how obvious or secret they are. I don’t have a whole list, but for example, there’s a point of interest called ‘Hidden Shelter’ in the Grove, in the same area as the Vigil and Priory areas, which is full of Whispers agents. On the other hand the only site I know of in Divinity’s Reach in the tavern ‘The Maiden’s Whisper’, which seems to have a Whisper agents operating out of its basement, but that’s just heavily implied – it’s nothing official.

I’m not sure for Hoelbrak, the Citadel or Rata Sum.

In the black citadel there is a tavern down by the crafters that has Whispers Agents working out of the top story, I believe.

There’s also a Whispers base in Mount Maelstrom, though that one’s got a waypoint inside, so arguably not so hidden.

Still not straightforward to reach.

Willow is a Whispers agent – when you talk to her, her lines are the same as Whispers agents.

Black Citadel has a base on the roof of the Serrated Tavern.

Haven’t seen one (though I have seen Whisper agents) in Hoelbrak and Rata Sum though.

There’s also a Whispers base in one of the havens (I think it was Snowdrift Haven) in Snowden Drifts. There’s an entire event chain revolving around them, just as there is around the base in Lornar’s Pass. Though unlike the Lornar’s Pass one, anyone can enter the Snowden Drift base.

There are Whispers Agents in all the cities, and dotted around all of Tyria. At first you probably need a character in the order to spot them, because they will get extra dialogue options relating to being in the Order but after you get the theme you can spot them yourself.

I’m not sure about bases though. I think the Maiden’s Whisper must be the one in Divinities Reach, if I remember right there’s a banner that looks a lot like their logo in the basement, and it’s near Minister Wi’s mansion and his wife is a member.

I haven’t found any sign of a base in Hoelbrak though. There’s several Agents around Raven Hall, but that’s probably because the two groups have a lot in common.

They’re not really bases, but rather Contacts. You can talk around and find people who are in the order, but there are no bases like guutars secret.

In that case, there should be more Norn Whispers agents. Except Norn can’t whisper, only bellow.

And yeah, I agree that it’s more about contacts than actual bases. Although the agents probably run… ah, what’s the term I’m look… right! safehouses for the Order. Places they can discreetly meet and/or pass messages.
