They seem to be wearing some kind of the same style of armor. This doesnt mean that the Vizier’s colouring is the same as that of the King. It could be that every rank has a specifick colour.
It is also very different then King Reza’s armor:

Well, GW1 orrian undead had a lot of eagle/wing motifs and Khilbron held lightblue mainly in color (but the army varied a bit in color – but three of em had a similar scheme color-wise to Khilbron). Here’s the GW1 Orrian armor we saw:

Which follows the same coloring, more or less. But this is all GW1. I haven’t really paid attention to GW2 color schemes or emblems of Orr, now that I think about it.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
And this was the emblem of Orr back in GW1. There was a presumably Orrian ship docked in LA bearing this emboridered seal on its sails and the undead in Kryta usually dropped Decayed Orr Embles with these symbols on them. If you notice, while the colors are a bit worn, they are similar to that metallic blue of the Vizier’s attire.

Hm. I’d never actually paid any close attention to King Reza’s clothing. It’s a bit of an odd scheme though. Red and blue together. For the time being, I’m going with a sort of red/gold/black color scheme on my guardian’s armor (someone suggested using the colors the priesthood uses) and that will probably be the scheme until I see something more ‘official’ so to speak. A flag or an official bit of heraldry (current to GW2, as GW2 has changed around a few things here and there) would be excellent.

Just pile your guardian in giant metal and stone washers : ) … that seems to be the dominant theme of today’s orr.
A thing to keep in mind about King Reza is that he (king doric sketched concept art aside) is the only royal Orrian we have seen, it might be that just like in Rome the royal family had a specific color scheme that only they could wear.
Red and blue isn’t that uncommon of a scheme…
Looking through the GW1 undead (which spent a few centuries less time underwater than the GW2 Risen) there definitely seems to be a tendency towards blacks and blues. Red and gold seem to be used sparingly, with the exception of the skeleton elementalists and, of course, Reza.
One thing you could use as a partial guide, being a metal-armoured profession, is the abundance of mithril and orichalcum in Orr – if that’s not purely the result of game mechanics, I’d expect as a result that a lot of Orrian armour was made out of mithril with increasing amounts of orichalcum at higher ranks. Thus, your best bet might be to make the metal parts of your armour a mix of mithril and orichalcum colours (as close as you can get) while nonmetallic parts are black or dark blue.

Actually Kermes dye (a shade of red) was one of the most luxurious dyes next to Tyrian purple in ancient times, so that might be what Reza is wearing.
