It’s an arena where the game Polymock (http://wiki.guildwars.com/wiki/Polymock) is played. Currently not in use though.

There’s a way to get all the way to the bottom of Rata Sum then use a Revive Orb to get yourself up again (the last fall will kill you before you hit the ground)
