I’m pretty sure Quaggans are based on the Sirenian order of marine mammals, most likely manatees.

I just came across a mission where I have to collect “tasty crab meat for Quaggan”.

Manatees and Sirenians happen to be herbivores, it’s not natural for them to eat meat!

I don’t know, they look like belugas to me. And belugas eat crabs.

EDIT: That is to say, you shouldn’t base your speculation on how the species looks like.

Note the keyword ‘based on’. It’s a fantasy universe, things are going to be different. So the design team decided to have the Quaggan not be herbivores. Although they may look it, there’s enough differences in intelligence alone to warrant them being a different kind of being.

Not sure if you noticed or not OP but Quaggans DO have sharp teeth. They are really pronounced when you talk to a Quaggan during the cut scenes in the personal story.

They definitely look more like belugas to me, and while their society may now try to hide it they certainly have a very strong predator streak when you start considering the Quaggan rage.

I’m pretty sure Humans are based on the Primate family of land mammals, most likely apes.

I just came across a mission where I have to "make a run to burger king”.

Apes and Primates happen to be herbivores, it’s not natural for them to eat meat!

Platypuses (platypi?) lay eggs, and they’re mammals, so I see no contradiction in the quaggan being egg-laying mammals. I wonder if the quaggan started out as being brutish predators, then got civilization, changed their way of thinking completely and now try to forget they were ever predators in the first place. (And their having fine sharp teeth explains their compliment to the player characters, “Ooo, nice teeth!” A good set of teeth is probably a mark of attractiveness in quaggan society.)

I remember seeing them described in official blog notes as being “anthropomorphic manatees”, but, as correctly pointed out they lay eggs…

At the end of the day they are what they are. incidentally they equally remind me of pinipals (http://wiki.guildwars2.com/wiki/Pinipal), which are without question carnivorous or omnivorous
