Regarding 2, since that’s easier, that is the implication intended to be given. There’s a lot of sexual attraction implication jokes made throughout that story instance, from Canach’s reaction to Caudecus saying Valette would “never betray daddy” to the White Mantle Mesmer with a Lord Faren illusion.
Regarding 1, it was in an AMA iirc that a dev said that he learned about Caudecus and Bauer foiling the Lazarus revival and took advantage to make it seem like the revival worked. How he learned of the White Mantle, Lazarus, plot against Lazarus/Xera, etc., however, is as far as I know left up in the air.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
Well, Balthazar disguised himself as Lazarus back in Bloodstone Fen, so he’s been in the guise ever since he revealed himself. How long he had been planning this is unknown.
