RE new story based around Hoelbrak
The refugee’s story is new content. Anet has chosen to make this available for all people and so all levels. It is unknown if this will also be the case in the next steps of this developping storyline.
They also changed the downgrading system, making it harder for a level 80 player in a level 15 area wich means doing level 15 stuff on a level 25 players is supposed to be as challenging as it is on a level 15 player.

Anyways, as always, Anet has tried to make all content available for all players in the initial push. (Halloween, Lost Shores, and Christmas all being examples of this) so it doesn’t come a big shock that this first initial discovery of the story unfolding at the level 1-15 stage. Will it stay like that? No idea. We’ll just have to wait and see.
One of the ideas behind Guild Wars 2, with the down-levelling and everything, is that every zone should be worth visiting for players of any level. The fact that this event is based in lower level zones makes it available to newer players, but it’s also supposed to encourage other people to come back there. I expect we’ll see more events in the future based in a variety of zones.
During The Lost Shores weekend, Southsun Cove, a level 80 area, was available for all players via upscaling. Its events not there were in a level 8 and a level 20 area other than Lion’s Arch (which also had upscaling to lvl 80).
New content is always, during initial reveal, available to all players. And furthermore, said content is always spread through multiple levels.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
