I don’t even know if one can adopt outside their species, but if they could, i.e. a norn adopting a human, would the sylvari be allowed to adopt children? Would they be seen as too young or too naive?

The whole concept of being “allowed” to adopt centers on the idea of certification and identity. I don’t think any Tyrian government is at that level of burdensome paperwork.

Nor do I think anyone would be opposed to sylvari adopting, as a sylvari runs one of the two orphanages we see in-game.

We see a human mom in Applenook adopting a charr, norn, and asuran kid as they play with her human child.

Since there is no overarching government towards adoption (best as I can tell) I don’t think this is an issue for a Sylvari to adopt a child.

Certification for marriage, adoption, and other family/community centered practices did not become the norm until the 75-100 years ago in our world (and much of the world STILL does not use the certifications). There are no signs that certifications for these practices are in existence as most governments in Tyria are involved in public defense and justice and keeping their noses out of people’s everyday lives.
