So... Tengu?
I’d say yes and yes, but no timeframe.
For the playable race, the argument goes roughly as follows- ANet has expressed interest in adding more of them, and of the established non-playable races, the tengu are perhaps the strongest placed contenders. They aren’t hostile or primitive, they have an interest in combating the dragons, they’ve historically had diverse appearance which would allow for customization, and they already have a reserved city-hub. Certain heart quests and characters also seem to be laying the ground for the tengu opening up and coming out into the world.
For access to the city, see above, plus it’d be an easy place for the devs to go without biting off more than they can (quickly) chew. A jaunt down to Glint’s lair or off to Bloodstone Fen would come with player expectations of the imminent opening of the entire Crystal Desert or Maguuma Wastes, but the Dominion of Winds could quite comfortably be just the Dominion of Winds.
As for the timeframe, ArenaNet appear to be bound and determined to stick with the Living World model unless it proves beyond doubt to be a trainwreck. They insist that traditional expansion content like new races could come from the LW model, but while the releases have been getting progressively juicier, a year on we’ve yet to see anything nearly that big. We have had a couple new maps, but they’ve both been very lackluster, especially compared with the 25 that were already there, and one was only temporary content.

Not to mention the image is from October, thus from the age, we’d be seeing any content they were making then in either Origins of Madness or Edge of the Mists – if not A Very Merry Wintersday. Besides, why would they name their TS channels – if they even use TS – after what they’re making?
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

Notice how they act just like Charrs? Yeah don’t expect anything soon. It’ll be an expansion at best.

Chiming in a bit late but….. I believe everything points to Scarlet’s ultimate threat being Primordus and Tengu will be the result sooner than later. Primordus is controlling all of Scarlet’s doings. But after 8+ years in GW… I may be mistaken

A lot of people are interpreting this as a sign of no Tengu. I’m not sure. For now they may be sticking to their no-involvement guns but something like this would likely teach them that they can’t hide away forever.

I would hope so. I’m very interested in the whole Tengu lore and the concept of a forbidden city in the middle of our world map. Perfect starter zone right there. Unfortunately like Aaron said, the devs seem to be focusing everything on Living story right now so it might be years before they add more playable races. But I’ll still keep hoping they do someday.

That may be the reason why they are so aggressive. Alliances already tried breaching the wall, so now guards will be afraid of anyone coming closer. Maybe even Scarlet’s forces were disguised as normal citizens etc.

The Tengu are undecided at this point and it makes sense that they just want to keep everyone the kitten away from their wall.
Even us, who are by no means their enemies. It makes sense to keep us away from their wall, because it keeps Scarlet’s mobs away as well. If went to the wall ti would likely become a big target for Scarlet’s alliances.

What Foxx said. Those tengu were threatening to shoot even ordinary citizens who approached their wall, even when things were completely peaceful. Their over-riding directive has always been “All others, stay away”, and under the circumstances they can’t post guards out front to warn others off.
Odd thing if you go near the wall the Tengu will kill you with arrows. I think this will play into the next LS arc where some of the Tengu will hate the fact that they kill ppl running away from scarlet. I think LA or what is left over all will be very unhappy with the Tenqu over all and it may lead into the Tengu attking or being attked.

Behind that wall lays their home city, they are doing their duty and protecting their people from what they perceive as possible threats. Sure refugees aren’t much of a threat via appearance, but the Tengu have no way of identifying them as truly genuine refugees or Scarlet Minions in disguise. Also they don’t know the capabilities of the miasma that Scarlet is spreading, so it stands to reason the precaution they would take is simply kill any who approach in fear of them being a carrier of this dangerous toxin.
This behavior is completely normal given the circumstances. Each of the five playable races would probably respond in a similar manner under the same circumstances.
As for if this will be addressed in the coming Living Story patch or in the next season, I highly doubt it as the Tengu already provided ample warnings they were willing to take such actions to ensure their people’s protection.
Another possibility this is simply a game mechanic and in the actual Lore no defender or refugee were shot by the Tengu.

It’s not a mechanic darkbattlemage – whether or not something damages players is always a conscious decision by Arenanet. The game can distinguish between NPC and player – if they didn’t want it to kill players then it wouldn’t. It’s intentional.
In any case, if the Dominion Of Winds is ever in dire need of help. I will remember this day.

In all fairness I can understand they want to protect their borders. But still, having such a large invasion happen before their front door is a significant threat. I’m really surprised they are just sitting there doing absolutely nothing (aside from killing everyone who gets close). Not even contacting any of the others races to ask what is going on.

How can setting up refugee camps, moving key facilities from LA to vigil keep and trying to save as many citizens as possible be counted as ‘nothing’?
The Vigil, the Priory, the order of whispers, the lionguard and many players do everything in their power to contain this threat (yes, players are part of the lore too). And the orders/lionguard/players consist out of the 5 main races (and a few others).
Just because there aren’t any troops from the main cities doesn’t mean the main races aren’t doing anything.

1 thing people, the tengu are defending there wall at all costs.
Thats normal after such an attack.
So we don’t know or they are going to help or not yet.
But what we know is that we are now at a point in the living story that calls " the escape from lions arch"
So the next patch will be the atack on scarlet, taking back LA, or what is under lions arch will come up.
Only than we will know or the tengu is going to help or not.
I know there comes a day that the tengu will be playable, that they will be our allies.
But will it be now or not, we will see in the next patch.

It could be an intentional mechanic to keep players from spending to long near the Dominion of Winds, since the forums show heavy interest in the Tengu being playable.

Why should they open their front door and invite the war into their homes? They are participating in the war, from a strong defensive position. They shouldn’t over extend themselves for people that may very well stab them in the back, especially considering both the history the Tengu have with humanity and certain responses. Even the Charr and humans are having difficulties working alongside one another.

I doubt that the Tengu behind the wall even want to believe that the 5 ‘major’ races were able to kill Zhaitan, an Elder Dragon. The Tengu behind the wall would also find it hard to believe that Humans and Charr are working together.
The Isolation the Tengu brought on themsevles, has alot more implications than you might think, and it would be rather interesting to play through a Tengu Personal Story from that perspective. The Tengu Leadership are probably afraid of the other races, cowardly, and their own superstition is whats keeping the Tengu isolated, not a unified belief that they shouldn’t interfere.
That would be very interesting to see, from both a Tengu point of view, and the point of view from the other races. But, that’s also if Anet makes the Tengu actual thinking creatures when they finally get released as a playable race, instead of the one track mind that is generally represented by all the minor races currently.

I am looking at it like on the lines of most of the pop. of the Tengu may not know what going on at all out side as a means of control the ones in power do know what going on and put action in places to keep the ones inside complacent and not wanting to go out. I would like to see some play back to this Tengu of power get some blow back from there pop. once they find out what happen and how they did something about it mainly killing any one even the ones running “non-combats” that got close. I want to see some of the strong story that you can pick up from this LS by going to the camps to have some real staying power. I do not want to say them they are very powerfully to say the lest that type of rages just dose not go away and it will be placed on thoughts who did not help.

The tengu were borderline hostile before all hell broke loose in Lion’s Arch. The indiscriminate barrage of arrows is the most logical scenario imo. This is the dialogue with the tengu guard stationed outside that gate prior to the invasion:
Yuki Honestcrest: <Character race>, you have come as close as we will allow. You are brave to approach this wall without fear.
Player Character: Should I fear you?
Yuki Honestcrest: Tengu respect those who respect tengu. You appear to have earned that. But be warned that any insult or disrespect will earn only the tengu’s arrows.
Player Character: What’s this place?
Yuki Honestcrest: This is our dwelling, the Dominion of Winds. We keep watch from this perch as power shifts and the world is transformed. We must soon determine with whom we will fight and with whom we will ally.
Player Character: What has led to this deep distrust of other races?
Yuki Honestcrest: It’s not for me to speak of these things to your kind. Not yet. Perhaps in time, should your race prove worthy. But for now, the time for talking is done. Return to the others and do not approach again.
They are deeply distrustful of the rest of the world. They are safe inside their wall. Even under peaceful conditions and with a closed gate the player was threatened with arrows if they got too close to it. Scarlet’s armies are made up of the races of Lion’s Arch (Aetherblades, Flame Legion, Nightmare Court). The tengu are protecting their borders – they have no intention of letting anyone get inside their wall (for fear of their own safety) and every intention of protecting their border. I am really happy to see the tengu defending their wall, it stays true to the attitude established by Yuki Honestcrest.

No they are just cautious. It is clear they want nothing to do with this at this moment. This happening doestn change their policy at all. They are not directly in danger as Scarlet hasnt targeted them. The Tengu arent allying with Scarlet either, because they dont help with the invasion. They are just defending their own gate and anything that comes near it will be shot at without warning. As soon as the danger reaches the Tengu, they will ally with us, or the opponent, but I assume with us as ArenaNet wanted the Tengu as a playable race in the beginning.
They actually shoot you dead now if you get too close to their wall. There are barrages of arrows coming down killing molten alliance and players equally. Dam lv 90 Tengu..
For now, I’d say they are still waiting how the whole thing turns out and shooting everyone indiscriminately. Maybe if Scarlet (or whatever’s gonna pop up from there) will attack the Dominion’s walls, it could be the sign for the Tengu to ally with us against a common threat?
Even the races that do care about Lion’s Arch aren’t doing anything. Why should the tengu?
Do note that the NPC’s state Scarlet basically took the entire city in under an hour(it ranges if anything from under an hour to under a day). If you wanted to view it say, the players arrive at the camp 1 day later, that’s hardly time for anything BEYOND setting up the camps (which the orders got set up kitten quick) and the Seraph/Queen sending the balloons to help transport between the camps.
Not to mention each race DOES have their own issues/fights in their borders, they can’t just yoink a massive army from the frontlines and send them away. ALSO the fact Norn don’t HAVE an army, so they’d have to spread out and tell various lodges/hunting camps about this new threat and hope they want to pitch in.

I actually want to note that at the camp with Emissary Vorrp, he states that the raising of the refugee camps was partially his doing. Because the player was able to help him figure out her plans, and the captain’s council were a bunch of dull witted baboons he had a hand in the creation of refugee camps to help save what lives he could.
