Likely #2. Mesmers are known to be able to bend the fabric of reality (a lot like the Staff of the Mists is said to do, now that I think about it…).
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

I just think of it as the successor to Energy Surge from the first game, just focused into a powerful beam of pure magical energy.

I have to agree with #2. Mesmers seem to have grown in power since GW1 lore wise, evolving from simple illusions to reality itself.
According to a dev way back when the mesmer was revealed as the 8th profession, mesmers always altered reality. It’s just that GW1’s mechanics didn’t show that as well as GW2 does.

Given the name, mechanics, and the similarity in appearance to plasma in certain containment fields, I’m going to go with a modification of 2:
It creates a spatial distortion that serves to both contain and intensify a beam of magical energy – the beam becoming more concentrated and dangerous as it travel’s down the distortion. Somewhere near the end of SS’ range, the mesmer is no longer able to maintain the spatial containment field and the energy dissipates.
The energy in question, I would hypothesise, is similar in nature to the energy released in Energy Surge and similar skills in GW1. Previously, however, mesmer’s couldn’t contain it, so to use it as an effective weapon they had to convert it from the target’s energy at the target location (trying to use their own energy to do it directly likely leading to it exploding in their face). Now, however, they have a means of directing that energy.
