I would argue this is a mixture of Scarlet’s egoism and her possibly being corrupted by Mordremoth.
Dragon minions often have statements of “I am in the right” and sometimes even “I am important to my dragon”. One of the more noticeable of the former is the Sovereign Eye of Zhaitan during The Source of Orr:
Sovereign Eye of Zhaitan: Defilers! Poisoners! We see you. We know your foul intent. These waters must remain as they are — and you must die!
And an example of the latter would be the Kitah Conjurer in the dynamic event at Kitah Manse:
Veteran Risen Kitah Conjurer: My old master mocked my power. But Zhaitan gave me more!
Veteran Risen Kitah Conjurer: Zhaitan’s chosen…never truly die…
Shows a sense of “the dragon favored me!” doesn’kitten
I feel that Scarlet might have been going the same way. But it might be only her egoism going off there too. She thinks she’s important, she thinks she’s great and that nearly nothing can stop her. She’s too kitten important in her own head to not be needed by Tyria.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
I don’t know man Scarlet is different she is more intelligent than any other villain we met before. I am sure she did and/or knows something that will show how important she was in the future.
it’s possible. We see that with the sons of svanir that one can follow a dragon to a point and still retain their own will. was Scarlet deep in her corruption or just flirting with it? We have no idea. was she purposely skirting the edge of it in order to proceed with here master plan? The world may never know. Best ask Mr. Turtle. ……Owl is dead. O.o

The Pale Tree also said that the Sylvari needed Ceara but that she didn’t care.

As far as I know EDs aren’t very smart, but their minions tend to be. So the ED is all about “feed me” and the minions are the ones that need to organise, plan and make it happen.
We have no indication about the level of Elder Dragon intelligence.
Given that the Elder Dragons know everything their minions know, they have to be pretty darn smart if they’re corrupting billions of individuals over several millenniums.

When elder dragons were compared to a force of nature, that was to give you something to compare the size and power of their attacks to. Calling them mindless beasts is much of an understatement. An elder dragon is very intelligent and very powerful.

We tend to toward the hubris to assume that our cognitive abilities are the top of the pyramid. But ED’s may be so far above us that they appear as a force of nature simply because we are too simple and insignificant to relate to them.

They know everything their minions know. Somewhat off topic, this kind of reminds me of The Dream. Sylvari know what other Sylvari experience through The Dream. Does each elder dragon have their own version of “a dream” that allows him/her to get that knowledge?
To me it seems likely that Scarlet was trying to destroy Mordremoth, (possibly because it was driving her insane) and she needed to waken it so that she could get to it. The marionette wasn’t designed to attack Lions Arch, it could have been designed to kill an Elder Dragon.
Not necessarily a very sane plan, but she was clearly unhinged. Possibly it was Mordremoth that manipulated her into unleashing it, and she never really had a chance, but doesn’t mean that she thought she was working for it. Or possibly, something else, something she saw in the eternal alchemy drove her mad, and Mordremoth was the target of that insanity and not the source.
Then there’s her veil. What was it exactly? It looks like some kind of VR helmet. She was cut off from the Pale Tree’s dream, but what was Scarlet dreaming about? Or was it just a control device?

To add upon that, Elder Dragons know everything that their minions do, on the surface this may seem similar to the Dream but Sylvari don’t know everything that other Sylvari know. For example, if that would be the case then Caithe’s dark secret wouldn’t be such a secret.
