That’s the Hall of Monuments that you can access if you played Guild Wars in order to access your legacy
24944 – 5382 check for yourself. There’s nothing in the ingame map, so it’s a clue. But I can’t understand what is it…seems a building or a temple..

Actually that’s the Eye of the North building, if you link your Guild Wars 1 account with your Guild Wars 2 account you would receive an in-game item that would teleport you to the ruins and you may purchase skins for your armor in both pvp and pve for free.

It is the Hall of Monuments. If you played Guild Wars 1 it would have some meaning to you but you never have to go there in Guild Wars 2 if you dont want to. It has been in game since launch.

There was a karma merchant in the Undermarket in LA pre-blitz who "sold" free portal stones to the Hall of Monuments, even if you didn’t link an account from the original Guild Wars.
