Tengu/DoW
It depends on how much of the expansion’s content is going to take place within the new zones. If most- or all- of the action is out in the Heart of Maguuma, the tengu wouldn’t be able to fit. Besides, we’ve seen how they react to turmoil outside their wall. They bar the gates and shoot anything that comes close.
As for what could bring them out, I see two options here, although ANet is more likely to create some new set of circumstances specifically designed specifically to drag them out. Primordus is one, but the other is Bubbles. We’ve seen that he’s driving out races before him, even a small bit into the LS. When Zhaitan and Jormag did that, they sooner or later sent their minions after the refugees, and if HoT ends with the Grove wiped out or otherwise depopulated, the Dominion of Winds would be the first major settled area they’d butt up against. (At this point, if Lion’s Arch was attacked, there wouldn’t be much of a fight. We’d just have to run.)
I would like to see more of them, I really would. But I think we need to have then introduced slowly, so it feels more naturel, and not rushed because it fits with what we the players feel should happen. After all they have had a raw deal, humans have not been kind to them in the past.

The best time to introduce them into the story is whenever Anet feels like it. I mean I can say that dealing with either Bubbles or Primordus is the most likely lore-wise but in the end, Anet can write the story in whatever way they want. So.. the Tengu will be introduced when Anet wants to introduce them.
I hope Anet considers a story arc between the dragon campaigns revolving around the introduction of a new race at some point. Any story arc that involves the politics and interaction between the races would be nice as a change of pace between killing dragons.
That said there’s a lot going to happen in caledon soon, if the pale tree is truly fading as she claims. Might even get conquered by mordrem courrt. It could definately force the tengu to make a choice, though if that were to happen it seems more likely they’d stay safe behind their wall.
Either way, me I’d rather play a kodan than a tengu lol.
