I believe that future Living Story releases should include these organisations more. As well as more references to them in banter among human soldiers at least. The Ebon Falcons are the elite unit of the Ebon Vanguard in much the same way as the Shining Blade were before their current station as the Royal Guards of Queen Jennah.

I would also like to see both organisations play a much enlarged role if we ever get a real expansion to GW2 and thus they be included in Personal Story an extended human version.

I want to see more of Countess Anise, Master Exemplar(leader) of the Shining Blade. And for her to interact more with Logan, Marjory, Kasmeer and the other members of Destiny’s Edge.

Implementing these enhancements to GW2 – Human Lore would allow humans to some significant degree, recover some professional military pride in a way that would improve the ongoing plot lines of the game.

I actually have a suspicion that Kasmeer might actually be a member of the espionage branch of the Shining Blade.

The Ebon Falcons aren’t really an elite unit so much as a particularly skilled squad in what was, at the time, an elite unit. Considering that last we saw it, it had about half a dozen members, I’m not surprised it hasn’t shown up specifically in GW2. Rather than having it show up again specifically, what I’d actually hope for is for it to come out that the Vanguard has taken to naming units along similar lines – so the Ebon Falcons name itself might be reserved due to its place in history, but names like the Ebon Eagles, Ebon Kestrels, Ebon Owls, and so on might be distributed among their ranks.

Bonus points if the charr start drawing comparisons between those designations and their warbands…

To those who think Scarlet hate means she’s succeeded as a villain:
People don’t hate Scarlet like Game of Thrones fans hate Joffrey.
They hate her the way Star Wars fans hate Jar Jar Binks.

The true leader of the Shining Blade is almost certainly the 300 years old elder witch Livia. As seen in the book Sea of Sorrows she never actually left the organization.

Anise almost certainly knows Livia. What they are planning is hard to guess. But we can safely predict that they still serve Kryta and humanity.

Ebon Falcons no longer exist. They are part of the army inside Ebonhawke now, called Ebon Vanguard.

Correction: Livia was part of the Shining Blade 70 years ago (and she’s not 300 years old – being so old would require her being 50 as of GW1 but she was likely not even 30 but that’s just semantics). Nothing says she didn’t leave and then came back later, and nothing says she remained – or even still lives – as of GW2.

Ebon Falcons was always part of the Ebon Vanguard – they were a squad within the military unit. The Ebon Vanguard have grown in the 250 years (as in GW1 they were just a single unit of the Ascalonian Vanguard that stayed with Ascalon rather than joined Rurik who led the Vanguard originally – another unit of the Vanguard that stayed remained under Duke Barradin’s leadership; I believe the Ascalonian Vanguard was effectively split in three as of Rurik’s leaving – led by Rurik (then Greywind), Barradin, and Langmer (then Gwen)). The Ebon Falcons were just a part of the Ebon Vanguard. It’s unknown whether they continued to exist once settled in Ebonhawke, given they lost 2 or 3 members on the trek south (iirc).

That’s Screaming Falcons – also known as the Falcon Company – which was a Seraph company (not Ebon Vanguard).
