The Most Powerful Character
In most fantasy settings, including Tyria, gods are not omnipotent. That kind of labeling with a god really only belongs in monotheistic religions like Christianity.
That said, hard to say. Even if you don’t include Elder Dragons, do you include dragon champions? Most of them are as powerful as small armies. And even then, how do you consider “most powerful”? For example, Palawa Joko is effectively immortal to all knowledge, but he was bested by a mortal warrior – would Turai be “more powerful” here, because he bested Joko in a 1 on 1 duel, or would Joko be more powerful because Turai, despite besting Joko, couldn’t kill him?
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
Probably one of the old Arah nobles like the Vizier or something. Well, you also have the Mursaat, Seer, and Forgotten. They’re all a rung below Elder dragons and human gods aren’t they?
Unless he somehow lost the power during his weakening (or if he’s dead already), I’d probably vote for Lazarus the Dire simply because of Spectral Agony. The Seers seemed to probably gone totally extinct, and we aren’t sure if Blimm’s research from the WiK survived or not. So, Seer infusion or spectral infusion might not be around to provide adequate protection any longer.
Okay the strongest character besides gods and elder dragons right. Well lets see I would have said Telquat but probably he became a elder dragon after Zaitan died. So besides him and you did said GW 2 universe so characters from GW1 that died do not get calculated.
So the spirit beasts of the norn are quite powerful as they managed to keep a elder dragon busy for some time. I do not know which of the beats is stronger but one of them is.
So besides them I am pretty sure the dragon champion of Mordre that attacked us in season 2 was the strongest champion besides Telquat that we ever meet.
And besides dragon champion or divine beasts the strongest is Rytlock just the fact that he survived such a long time in the mist alone speaks volumes of him he has powers no one else has and has a very very powerful sword.
Very likely someone we don’t know about yet.

I’d place player characters on top, given the fact they kill gods and dragons on their whims.

Nothing will ever beat a Frenzy Mending warrior or that one nostalgic “Assassin” who somehow retained the most efficient use of Shadow Form.

How does the power of the human gods compare to that of the elder dragons? Are they strong enough to stop the elder dragons, possibly even kill them, if they wanted to? If so why haven’t they helped? Are they weaker than the elder dragons? If so that implies that our character is stronger than a god since he killed Mordremoth pretty much single handedly.
Snakes have been observed to be able to kill lions or tigers. (a few years ago an Indian Cobra killed a rare white tiger even!)
Does this imply that a creature able to kill that snake is also stronger than the tiger?

It took the Pact forces and all of their allies attacking Mordremoth’s body (Dragon Stand meta) to serve as a distraction so Player and Co. can sneak around to gain access and attack his mind. The player might have gotten the final blow in, but it still took the help of the other Bionics to kill him.

The Gods and Elder Dragons are roughly the same in power, but the collateral damage from such a war would be huge. I mean the war against 1 god turned the Crystal sea into the Crystal Desert and the Desolation. Just imagine what little would remain against 4 remaining Elder Dragons

What of course it is its like rock, paper, scisors. For example a mongoose can kill a cobra, but a tiger will die of a cobra while he can kill the mongoose. But there are animals that beat both the cobra and the tiger like the african badger and yes I know the african badger does not live in the same area as the tiger and the specie of cobra you where speaking about. But you get the point he will beat both he will kill the cobra and will castrate the tiger and kill him. Yes they did that on lions.
So is the hero the strongest non deity/elder dragon and champion creature the answer is maybe but the question was about non playable characters and the answer is Rytlock is the strongest.

And then we find out that the human gods have actually been corrupted into becoming the elder dragons!

Meh that was always the weak part of the story to me. Its revealed to the player that even if his physical body is destroyed completely, he is so entrenched in Tyria at this point that he could recover and regrow it over time and be no worse off for it. Knowing that, I find it hard to believe that Mordremoth would really be paying more attention to the forces that at best can delay him, if they even succeed in killing his mouth, while you the player are attacking him in the one place he cannot recover. The elder dragons aren’t stupid creatures, and I find this part of the plot very hard to believe which is why I didn’t give it any credence.
Beyond the problems of picking and choosing what established lore you believe in- the distraction was only what let us get to Trahearne. At that point we weren’t a threat to Mordremoth- he had an interest in eliminating us, certainly, and he’d been toying with us specifically off and on, but we could keep while he dealt with the forces crippling his troop production. He presumably had no better way than us of knowing that Trahearne could magically let us into the Dream, or that we’d think to fight him there at all, and by the time he realized it we already had everything we needed.
