So a Lore question; I’ve been trying to piece together a working model of the Pact for an RP project; so far (as of HoT) I’ve managed to get as far as:

Main Leader:
Almorra Soulkeeper (Acting – Post Maguuma War)
Previous Main Leaders:
Marshal Trahearne
The Pact Commander (Defacto – Maguuma Campaign)
Laranthir the Wild (Dragonstone)

Secondary Leaders:
The Pact Commander
Unnamed Pact Commander
Laranthir the Wild (Maguuma Campaign)

Order Liasons (Orr Campaign)
Vigil: Warmaster Efrut
Order of Whispers: Doern Velazquez
Priory: Wynnet Fairhaired

Pact Allies:
Destiny’s Edge
Dragons Watch
The Kraal Ogres
Hylekk
Grawl
Quaggan

Specialist Units:
Pale Reavers: Sylvari survivors of the failed raid on Mordremoth’s forces during the opening stages of the Maguuma Campaign (Leader) Laranthir the Wild

This is as far as I’ve gotten mapping out the structure of the pact. Anyone know of anything else to add or is this as far as Anet has gone in Pact Lore?

The player character is never the leader of the Pact. After Traherne dies they offer you the role – but also make it clear it will be a desk job. Between that and the fact that your character has apparently come to the conclusion they can achieve more with a small group they turn it down.

(You keep the title Commander, just like many military titles in real life, and agree that Dragon’s Watch may work with the Pact in future, but you’re no longer part of it.)

I’m not actually sure who the new leader is/will be. I suspect it will be one of the Order heads, or maybe all 3 working together. Originally they didn’t want that because they didn’t really get along and didn’t trust each other, but that seems to have changed now.

Principally you’re the defacto leader in light of an actually appointed leader due to your reputational standing with the Orders, the PC (Super clever naming strategy btw gg Anet) functions as a go to currently.

During the fight against Mordremoth and the jungle campaign, as Trahearne was MIA, by virtue of seniority and rank, we were the defacto leader of the Pact. You see this in several instances where Pact officers immediately defer to you as you’re the one with the highest Pact rank left.

Immediately after the jungle campaign, according to the Interview with the Queen https://www.guildwars2.com/en/news/an-interview-with-queen-jennah/ and Season 3 Episode 1, General Almorra Soulkeeper is currently in charge of Pact operations, which makes sense as the Vigil is the Order that is most military structured of the three.

I thought Laranthir was ranked right behind you in the Pact, but according to the wiki he is second-in-command of the Vigil. His Pact rank is never stated. Also, you may want to note that in Living World Season 2, Trahearne makes a comment that he was waiting for another commander to report in via airship, which seems to indicate that he has multiple commanders under him. As this was a throwaway line to his aide, it is unclear what sort of rank structure the Pact is under at this time. We were certainly not in command of any part of the Pact during this as we were directing our team of adventurers and operating separately.

Considering that Pact leadership fell to Laranthir during the Dragon’s Stand events, he may very well end up as Marshal, in spite of both in-game and out-of-game sentiment towards sylvari.

Besides the specialized units you mentioned, we know that the Pact employs tanks (from the Personal Story chapter: Armor Guard) and has (had?) an airship fleet with charr helicopter support. In addition, the Priory support teams are often on excavation expeditions to unearth lost lore and in the Personal Story chapter Air Drop, you control a mechanized golem battlesuit, so they have some degree of mechanized units (to what extent is unknown as the battlesuit is never seen nor heard from again).

The Pact also have “official” Quaggan, Hylek and Grawl allies…
